Blackwell led overseas tours in a program of LCC called TraveLearn which combined travel and instruction. He taught taught photography on the tours he led, 1986-1999. He traveled to Europe, Costa Rica, Ecuador, Australia, New Zealand, Fiji, and the Caribbean and the collection contains photographs and slides that he took on these travels.
